Business Expense Substantiation & Tax Implications

The University of Colorado has developed policies related to the processing of commercial credit card transactions (Procurement Card, Travel Card, Airfare Card), cash advances, and employee reimbursements that meet the IRS definition of an accountable plan. Under CU’s accountable plan, employees are required to substantiate the business purpose of the expense, provide any required receipts/other documentation, and reimburse the University (if appropriate) within specified timeframes in order to avoid having the payment/reimbursement included as part of the employee’s taxable income.

The Procurement Service Center (PSC) and Office of University Controller (OUC) have recently researched and clarified aspects of the current Business Expense Reimbursement policy. The result is the revised Finance Procedural Statement Business Expense Substantiation & Tax Implications, which is planned to take effect on January 1, 2023.

I thnik you should push out this implementation to allow for more communication.  Over this time people are both wrapping up the semester and then taking time off.  This is an added burden for financial staff.  A roll out of February first with communication plan is more reasonable.  Also you have no FAQ available for us to point our questions to

The benefit of a January 1, 2023, policy effective date is that it ensures that all employee expenses are being handled consistently and fairly for the entire 2023 tax year. Using any other effective date in 2023 will result in inconsistent tax consequences for W-2 reporting for 2023, which should be avoided if possible.
The FAQ page will be available by the end of this week (December 23, 2022) and we expect it will be updated regularly over the next month or two.
