Invasion of the minus snatchers.

New versions of the 7 m-Fin reports have been migrated into Cognos QA.

• All of the reports now use parenthesis for dollar amounts that were previously displayed using a minus sign.
• Several of the reports now are page sortable by PRINCIPAL,SPEEDTYPE.
• m-Fin BALANCE SHEET SUMMARY now drills to detail.
• m-Fin FINANCIAL DETAIL now has an optional ACTUALS ONLY prompt.
• UCDHSC 2x funds now get ssq available balance method 3 instead of method 8 (ie. encumbs will be honored).  This reverses the Dec 27th change to method 8.
