Samantha Moreno

Senior Project Manager

Sam has been with the University of Colorado since 2008 and has over 20 years of experience in higher education, with a career focused on advancing student success, leveraging technology and supporting teaching and learning.

In her new role as senior project manager, Sam will partner with cross-functional teams to lead projects that drive operational improvements and deliver meaningful results for the university community — all while ensuring projects stay on track, on time and aligned with CU’s goals.

Born in Colorado, Sam embraces all the state has to offer — camping, hiking, fishing, paddle-boarding and off-roading —alongside her husband, Rick, and their two golden retrievers, Callie and Peyton. Outside of work and outdoors, she’s a triathlete and a devoted Denver Broncos fan. Her family has proudly held Broncos season tickets since 1972, and, fittingly, their puppy is named after Peyton Manning!

Mike Monroe

Senior Enterprise Applications Administrator

Mike has been with the UIS Service Desk since April 2019 and has held multiple roles within UIS – including business applications administrator and, most recently, UIS Service Desk manager, which he held since December 2022. As the Service Desk manager, Mike focused on customer support and professional development for the UIS Service Desk team.

Mike’s new position as senior enterprise applications administrator will allow him to continue expanding his Microsoft product administration skillset.

Outside the office, Mike enjoys playing his guitar and dabbling in graphic design.

Richard Escamilla

Service Desk Manager

Richard joined System Administration in July 2017, beginning as a production support professional before moving to the UIS Service Desk. As the new UIS Service Desk manager, Richard is all about supporting his fantastic team and ensuring they continue delivering the awesome service CU System staff have come to expect.

Richard was born and raised in Colorado, and when he’s not at work, you’ll usually find him outdoors with his wife and their three boys. He’s also big on sports and loves going to football games — Go Broncos!

Brad Judy

Chief Information Security Officer

Brad now serves as System Administration’s new Chief Information Security Officer (CISO).  Brad assumed the interim role of CISO in November 2024.  Through collaboration with the campus security officers and CIOs, building trust with CU leadership, and delivering on key milestones, Brad has prepared CU for the next era in cybersecurity.

Brad started his career in higher education IT as a student employee with the Boulder campus IT department (then called CNS) in the summer of 1995. At the time, campus computer labs ran MS-DOS and Windows 3.1 on Zenith 486 computers. After seeing the computing labs through transitions to Windows 95/98 and Windows NT, he took a full-time position with Boulder campus IT in 2000, where he worked in Windows infrastructure, IT architecture and information security. In 2008, Brad moved to Atlanta and later took a job in information security at Emory University and Healthcare.

In 2012, Brad returned to Colorado and CU as the director of Information Security in UIS. Since then, he has taken expanded roles, working with multicampus security projects, managing part of the Boulder campus security team, and taking on the role of Deputy Chief Information Security Officer. 

Brad has been active in national-level higher education IT communities for the past 25 years, including co-founding the Microsoft in Higher Education community/conference and serving in leadership positions within the REN-ISAC security community.
