Faculty Council Collective Bargaining Committee

Given the current climate and conditions for faculty, including federal direct threats to academic freedom and faculty governance and autonomy, and given recent movement on the part of the Board of Regents to consider granting Collective Bargaining Rights to workers across the University of Colorado, the Faculty Council for the University of Colorado appointed a Working Group during Summer 2026, and is subsequently appointing an Ad Hoc Committee to examine Collective Bargaining and its impacts and interface with Shared Governance in the university system. The committee will be appointed for the 2026-27 school year. 

 This Ad Hoc Committee will be charged with: 

Actively coordinating information sharing about our respective campus working groups and the contexts for Shared Governance and Collective Bargaining in our different spaces. 

Examining issues that would emerge if Collective Bargaining becomes available to CU Faculty, in terms of potential implications on policy (e.g., Regent law, other system-wide policies) or practices.  

Developing recommendations for Faculty Council on how shared governance and collective bargaining structures could co-exist, respective responsibilities of each, and where there could be conflict or ambiguity in responsibility if Collective Bargaining becomes available to CU Faculty. 

Examining the potential benefits, limitations, and implications of different collective bargaining models, including questions of structure/difference across the CU campuses 

 Members of the committee will agree not to use materials or information shared in our committee for union organizing purposes. Conversations will remain confidentially within the committee unless all agree to points shared.  

 Membership:  

3 representatives from each campus (Boulder, Colorado Springs, Denver, Anschutz Medical Campus). 

At least one member per campus shall be a member of that campus's Faculty Assembly. 

At least one member per campus will be connected to that campus's Collective Bargaining Working Group or equivalent body; members of the Summer 2026 Faculty Council working group are encouraged to continue. 

The chair and chair-elect of the Faculty Council and campus Assembly Chairs will serve ex officio. 

Membership will reflect a range of disciplinary backgrounds, faculty titles/roles, and backgrounds/perspectives on collective bargaining.
