In service to Colorado and beyond

University of Colorado Systemwide Strategic Plan

At the University of Colorado, our mission is focused on transforming lives and pushing boundaries in service to every Coloradan, every Colorado community and beyond. This strategic plan, developed between December 2024 and September 2026 aligns system priorities and resources in support of CU's mission. It was developed through input from the CU Board of Regents, faculty, staff, students, chancellors, CU foundation trustees and the broader university community. It complements but does not replace campus-level strategic plans.

Applying a more flexible, adaptable approach
Rather than the static five-year or 10-year plans common to traditional strategic planning, groups involved in planning this effort recommended a more flexible and responsive framework that adapts as needed but is still tied to measurable goals for accountability. To accomplish this, the strategic plan employs the following structure:

  • 12-year foundational approach    Foundational goals will provide consistent focus and direction over a longer arch.
  • Three-year strategic cycles    To ensure a responsive and adaptable plan, three-year reviews will allow for regular consideration of changing environments enabling the university to be more responsive to rapidly changing landscapes.
  • Annual review and reporting    Annual reviews and reporting will keep the entire effort transparent and provide a regular understanding of progress toward goals and achievement of milestones.

Fall census enrollment, all levels, degree-seeking + non-degree-seeking, with state reportable hours. This data includes incoming first-time and transfer students, continuing students, and non-degree seeking students. Course enrollment may be in-person, online, or a combination of both.

Graduation Rates

Graduation rates are a key indicator of how many undergraduate students who start as full-time freshman earn their degrees within four to six years. Students earning 30 or more credits per year will earn their degree within four years. Students graduating within six years is more common.
