Strategic Plan 2.0: Development and Constituent Engagement
The University of Colorado engaged leaders and constituents across the CU System throughout the development of Strategic Plan 2.0. Engagement included individual leadership conversations, Board of Regents discussions, working group and steering committee meetings, shared governance conversations and a systemwide constituent survey.
CU Leadership Engagement
March–June 2025
Individual meetings were held with CU Board of Regents, the President, Chancellors, Provosts and Chief Financial Officers to gather perspectives, priorities and strategic insights to inform the development of Strategic Plan 2.0.
CU Board of Regents Engagement
January 2025–July 2026
The Board of Regents participated in ongoing strategic planning discussions through a January 2025 retreat, individual Regent meetings, regular Board meetings and a July 2026 retreat. These engagements provided opportunities for Regents to help shape, review and advance the strategic direction of the CU System.
Strategic Plan 2.0 Working Group
May 2025–September 2026
The Strategic Plan 2.0 Working Group met regularly to develop and refine the strategic plan. Meetings ranged from two to four hours and provided dedicated time for cross-system collaboration, discussion, analysis and development of strategic priorities.
Steering Committee
October 2025–July 2026
The Steering Committee, comprised of the CU President and Chancellors, provided executive-level guidance and direction throughout the strategic planning process. The committee reviewed emerging priorities, provided feedback and helped align the plan across the four campuses and CU System.
Shared Governance
November 2025–June 2026
Engagement with CU shared governance groups, including the CU Staff Council, CU Faculty Council and Intercampus Student Forum, provided opportunities for faculty, staff and students to contribute perspectives and feedback to the strategic planning process.
Systemwide Constituent Survey
November 2025–February 2026
A systemwide constituent engagement survey gathered input from students, faculty, staff and CU Foundation Trustees. The survey launched Nov. 19, 2025 with reminders issued throughout the response period and closed Feb. 6, 2026.
CU Strategic Plan 2.0 Co-chairs and Project Manager meetings
December 2024–September 2026
Strategic Plan 2.0 Co-chairs and project manager met frequently to ensure that all of the ongoing engagement noted above was considered throughout the process.
Together, these engagements reflect a broad, collaborative process designed to ensure that Strategic Plan 2.0 is informed by the perspectives and priorities of the CU community.
