We are pleased to share that several important updates to the University of Colorado’s Procurement Rules will take effect on January 1, 2026. These changes are designed to streamline purchasing processes, reduce administrative burden, and provide more flexibility for departments.

Key Changes Include:

• Increased Bid Threshold:
  The competitive solicitation (bid) threshold will rise from $150,000 to $250,000. Purchases between $50,000 and $250,000 may now be completed using the Source Selection and Price Reasonableness (SSPR) process, giving departments greater efficiency in sourcing goods and services.
  Departments that prefer the PSC manage a competitive bid below the new threshold may still request one by submitting a Bid Request Form in Marketplace.
• Updated Contract Approval Thresholds:
  The Controller approval threshold for contracts will increase from $150,000 to $300,000, reducing workflow bottlenecks and expediting contract processing.
• Removal of Special Provisions Requirement:
  The Rules will no longer require inclusion of the Special Provisions in all contracts, allowing for more tailored and streamlined contract templates.
• Enhanced Debarment Standards:
  The debarment section has been updated to include a new category focused on fiscal misconduct, reinforcing CU’s commitment to responsible stewardship of public funds.
