Changes to systemwide administrative policy statements, effective July 1, 2025 [1]

The Office of Policy and Efficiency (OPE) announces updates to the following administrative policy statements from the Academic Affairs and Procurement Services areas:

1) 1039-Degree Revocation

APS 1039-Degree Revocation was under review as Article 4: Academic Organization and Program Planning and Regent Policy 4: Academic Organization and Program Planning were undergoing their regular review this year. Only minor updates were made to this APS.

2) 1040-Board of Regent Approval for Non-Degree Credentials (previously Gainful Employment Certificate Approval for Inclusion in the CCHE Higher Education Funding Formula)

Previously, APS 1040 was focused on gainful employment certificate approval by the Board of Regents for inclusion in the CCHE funding formula. The APS has been broadened to acknowledge that there are external entities that may require approval of non-degree credentials (such as certificates), and if the authority to approve those credentials is not delegated to the chancellor of a campus, then procedures are outlined in the APS that are in place for Board of Regents’ approval.

In addition, APS 1040, which corresponds to Article 4: Academic Organization and Program Planning and Regent Policy 4: Academic Organization and Program Planning, was reviewed to ensure consistency with other recent updates to the regent law and policy. There were only minor changes (e.g., “certificate” was changed to “credential” which is used in regent law and policy) made to this APS.

3) 1041-Approval of Academic Units

With Article 4: Academic Organization and Program Planning and Regent Policy 4: Academic Organization and Program Planning undergoing regular review this year, this corresponding APS was also under review. Only minor updates were made to this APS.

4) 8013-University of Colorado Guidelines for Undergraduate Admission

This APS was under review in tandem with the regent review of Article 7.A: Admissions and Policy 7.A: Admissions. Both are on the topic of student admissions. Only minor editorial changes were made to APS 8013.

5) 4024-Travel Authorization

This APS was due for periodic review.  Updates clarifies its application to employees and non-employees and added high-risk destinations approval requirements.

These revisions are effective July 1, 2025.
