Change To m-Fin SPEEDTYPE ONE-LINER [1]

We've changed m-Fin SPEEDTYPE ONE-LINER so that it can show speedtypes that have nothing booked.  With this, the FY FILTER prompt has a new option that lets you apply its filtering only to inactive speedtypes.

In addition, there is now a subtotal option for PGM/PROJ.  This was requested by Boulder campus to help with their fund 10 72 pairs.

This new version of the report is available to you now in Cognos QA.  [18-MAY-2015 migrated to production]
