Capital Assets: Threshold Updates [1]

We've recently updated the Capital Assets chapter of the Accounting Handbook to reflect the new and different thresholds at the campuses:
- Effective July 1, 2025, the equipment capitalization threshold is $10,000 for CU Boulder and System Administration.
- That threshold remains at $5,000 for UCCS and CU Denver|Anschutz, consistent with their currently approved indirect cost rates.
