Fixes for New Position transaction errors are complete

Issues involving New Position transactions have been fixed. CU Boulder users may now create New Positions through the Smart Transactions page. 

HCM Community will be reaching out directly to end users who have transactions in Error status so they can be reprocessed to System Updated Completed status.
